A Ukrainian drone struck a workers' hostel in Nizhnekamsk, Tatarstan, Russia early Monday, killing at least 13 people including a child and wounding dozens more. Uzbekistan's consulate said at least 7 of its citizens were among the dead. Ukraine's General Staff said its forces targeted the Taneco oil refinery roughly 750 miles inside Russian territory, starting a fire, as part of a monthslong campaign against Russian fuel production. Russia's defense ministry said it intercepted more than 450 drones overnight. Tatarstan declared a day of mourning and opened a terrorism investigation.
