Illinois lawmakers have passed SB 315, the Artificial Intelligence Safety Measures Act, after a unanimous 110-0 vote in the state House. The Senate approved the bill on May 21. The legislation requires major AI developers to submit safety plans for annual independent third-party audits and adds whistleblower protections for AI company employees, making Illinois the first US state to require this type of audit framework in AI law. Governor JB Pritzker signaled he intends to sign the bill. OpenAI and Anthropic publicly supported the legislation, while the Chamber of Progress and the Computer & Communications Industry Association opposed it, arguing the audit ecosystem envisioned by the bill is untested.
